Utkal Vikash Parishad(A frontline Organization of Agro-Militia group of Khandayat- Kshyatriya, Paika, Banayat, Dalapati, Kurmi, Chasa, kulta, Oda, Agharia etc.) was established on 24th October,1997 under the Chairmanship of Late Arun Kumar Samantray, I.A.S, the then Commissioner, Commercial Taxes, Odisha, with S/sriPrashant K. Nayak, I.A.S, Sr.Vice Chairman, Ashok Kumar Tarenia, O.A.S (now I.A.S), Secretary General and Subash Chandra Jena, Secretary Organisation& Planning.

It is a non-political registered organization with a basic objective of uniting all the Khandayat-Kshyatriya& agro-militia group of people of Odisha under one umbrella to work for the overall growth and development of the state of Odisha by way of establishing an intra holistic fraternity among the community.
